Stalking And Posting

So I’m unsure for what to put this under but I’m not sure if there is anything that can be done. My mom’s ex boyfriend is stalking her page constantly, she had no problem with this cause she’d just block him. Well now he’s stalking my sister who’s still a minors TikTok page and taking pictures from her page of my littlest sister and acting as if there his on his TikTok page. Some of the videos still have her TikTok account in frame, like he didn’t even crop him. Now he’s been a constant issue and the local law enforcement won’t do anything cause he’s pretty much buddies with them. He’s known by everyone in town and not for a good reason. It’s annoying cause he’s always causing issues for my mom so she’s constantly stressed. Also a little bit of information: he is biologically related to my littlest sisters she technically my half sister who he’s posting however he’s not allowed to have any contact with her or any of us and has no legal ties to her due to his constant violence and abuse(my mom made that mistake before with my dad and made absolutely certain that another child wouldn’t end up with a traumatic childhood). Anyways I kinda was all over the place about this so sorry, I just genuinely want to be some help to my mom cause this guys getting ridiculous, every time I think he’s gone low he goes even lower. Some advice if there is any to give would be great
