Trying To Track Down A Proof Of Name Change Form From 15+ Years Ago For A Minor, What Are My Options?

Hi all. When my son was born, I was a minor and my mother put down my maiden name as his last name. We had it changed to his fathers about a year later when I moved from home. My upbringing was abusive so I never changed either of ours back despite that relationship not working out, so we share the same last name legally (his fathers) and same last name on our birth certificates (my maiden name.)

My son will be turning 18 this year and we have been unable to get him an ID because we no longer have the proof of name change paperwork and his social security card and birth certificate do not match. I have called every courthouse of every city we have lived in, I have requested a copy of it from the military from when his father was enlisted and we were military dependents and they claim to not have it, and I have been to several social security offices to attempt to get the record from them from when it was initially changed in 2009/'10. It feels like I have exhausted all possible options and now his life is on hold because of this. I have been at this for years now. What else can I do? We do not have military IDs anymore and my marriage/divorce paperwork from his father showing my sons legal last name was not enough to get him an ID or passport.
