Va: Can You Take Photos Of (visibly Discernible) Minors In The Grocery Store, While On The Clock?

Card image cap

Location: Virginia. What happened: My friend was walking in the grocery store with her 7 year old daughter. Daughter was wearing a long skirted uniform as she attends Catholic private school in the area (logo is visible on uniform). Daughter and my friend noticed two workers behind the butcher's counter looking at them. 7 year old willingly and actively recounts one man holding his phone up to take photos of her, while continuously looking up and down her body multiple times. Making motions of licking his mouth during. The daughter is shaken up by this and is afraid of going outside without my friend's boyfriend escorting her. She's also stated she doesn't want to wear skirts or dresses in public. She also shared fear of being kidnapped after this event.

Further detail: The daughter, physically, is actually underdeveloped for her age. She is smaller than she should be. Not that at 7 year old can be mistaken, but the daughter very much looks unmistakably like a child.

What has been done:
-My friend reported this to the manager, has manager's number, and is still discussing what can be done in regards to this harassment.

-The school has a public warning to all parents to be careful for any suspicious individuals. Specific permission for who can pickup the daughter was already in place. But is just reemphasized between the school and my friend.

-My friend has a cop friend who stated nothing can be done.

-Father of the 7 year old is out of country on vacation, but when he returns, they plan to confront the manager again.

-Daughter is being placed into therapy.

My friend is willing to go tooth and nail over this. Her daughter is also willing to talk about this without hesitation. Is there anything else that can be done?
