Waterway Rights?

Location: Bay Area, California

I own property in the bay area of CA in unincorporated territory.

The house I own has water access, however no house on this block actually owns the water in front of their home. Our property line ends at the shore just before the water. Despite this, every house has a dock squarely in front of their home. My neighbor has a dock in the water that spans from one side of his property line to the other side of his property line, or what would be considered his property line if it extended into the water. His dock is massive both in terms of height and in terms of length.

This neighbor is on my right.

I have a dock that is much smaller in comparison.

Mine stretches from the far left of my property, to barely about the middle of my property line.

Meaning there is an empty stretch of water that's between me and my neighbors property line.

Or at least there was.

My neighbor recently decided to put two massive deteriorating boats side by side, between our two docks. I'm angry because no one else on our street of some ~20-30 properties has this issue, everyone has just respected that we all have our own water space, free of whatever we want to do, within what would be considered our property lines. I've been enjoying the view of the ~50% of my space, or I was until these old boats were placed on what every I consider my property.

I've had neighbors complain to me about these ugly boats thinking they were mine only to be told that they were actually the guy next to me, none of us understand why he'd move them to "my" water area.

I've tried knocking on his door, to speak with the guy but he's always been an elusive older man in poor health, now he just outright ignores me when I come to his door.

I don't feel that I should have to deal with losing "half" of my water just because his dock is massive and he can't fit them within. The old man collects boats it seems I think he had ~5 already. He has them in front, of his dock, inside his dock, behind his dock and now the two on the left side of his dock which is what the entire neighborhood has just considered "my" section of the water.

Who can I call to try to settle this, can I even dispute this since none of us own the water?
