[ca] Hoa Trying To Bill Me $200 In Fees For A $5 Delinquent Assessment

Back in May of last year our HOA raised our assessments by $5.
My auto payment missed this for a singular month of $5. I was confused about the date the rate was increasing. I went in and made a payment to settle the account.
A few weeks ago I received a bill from the Property Management company for over $200 in fees and penalties and whatever. They said the payment I made to settle the account didn't cover TWO months of that missed $5 but as far as I can see in the ledger I only missed ONE month by $5 but they disagree.
They've been compounding this $5 for months with no notification.
I refused to pay a trumped up $200 for this $5 missed payment.
Here are my questions:
1.) I thought in California the fees and collections could not exceed 10% of the delinquent assessment ($5)
2.) I though in CA a new law capped HOA violation fees at $100 or is that just a per fine amount?
3.) What happens if I refuse to pay these late fees? I will pay the principal amount I missed ($5) but I will not pay for months of late fees and collections that they failed to notify me about. Hell, I already tried to pay for the original missing $5 and the late fee.
