[va] Asked A Crawlspace Vendor For A Free Inspection. 6 Months Later, They Sent Me A Bill For The Inspection.

6 months ago, I contacted a crawlspace vendor via their website's form, which their website clearly advertised as "free inspection".
After getting the inspection and their assessment, I asked a few questions and we had a short conversation. Then the communication ceased. I did not pay anything to them.
Yesterday I checked my spam inbox and saw a "final notice" email from them. They accused me of merely using them for a home sale inspection and would charge a $250 for the prior inspection work.
I replied back stating that this was my first time seeing their email because it was caught in the spam filter, and it appeared any prior emails was deleted in the spam box because I couldn't find them. I also said that I had no intentions of selling my house anytime soon, and the free inspection was for me to research my options for crawlspace remediation.
They replied back today stating they did not want further communication with me after that "final notice" email and they will charge another $250 for answering my email.
I don't recall signing any agreements or contracts with them. And I certainly won't be talking to them again.
What should I do if they send me a bill in email or physical mail, and threaten collections with it?
