14 Yr Old On Bike Hit By Car

Three days ago, my son was hit by a motorist while on his bike. His friend was behind him and saw everything, as well as two witnesses who provided contact information. The driver of the car stayed on the scene and provided their information to police. My son suffered multiple deep lacerations to his face, across his forehead, left eye and cheek, and will have lifelong scars as a result. We haven’t received a bill from the ER yet. We do (thankfully) have good employee health insurance.

My son was heading south on a city sidewalk, approaching an intersection. The street he’s riding parallel to is one-way heading north, so he’s facing oncoming traffic. The intersection ahead is with an east-west, two-way street that has no stop sign at the intersection. There are large vehicles parked near the corners when the accident occurs, and the driver is in a 201x Toyota Corolla - a short car.

My son does not notice the driver and starts to cruise through the intersection. When his bike enters the crosswalk, he sees the driver and gets hit on the back wheel and gear. He did go airborne and landed face first. Samaritans called 911 and kept him calm until the ambulance arrived.

Is there anything worth pursuing here?
Go after a guy with an old Toyota? (No shade implied on reliable cars.)
Or is the stop sign an issue to bring to the city?
