66:1 Toilet Ratio Legal In Schools In Massachusetts?

so my school since at least my freshman year (could have been longer) has closed all but 4 bathrooms because of vaping. there are 2 gender neutral bathrooms (one you even need a key for so not everyone can use it) with only 1 toilet and one girls bathroom (5 toilets i think) and one boys (4 toilets). we have 724 students total so the ratio is approx 66:1 (students:toilets). they also implemented a new rule where there are cards posted outside of the bathroom and you take it into the bathroom with you (5 for girls 4 for boys) and if there are no cards outside the bathroom you can't go in. there are always huge lines to even take a piss and everyone keeps getting in trouble for getting to class late because they had to use the bathroom and some kids get in trouble for taking too long. i was talking with my dad and he brought up how this could be illegal so i thought i would ask here to see if anyone could help out and let me know if it is and if i could take extra steps (petitions or something to get bathrooms reopened). their reasoning is because vaping is such a big problem but i feel like that's not enough of a reason. any help would be greatly appreciated! thank you!
