75 Year Old Father Was Attacked By Neighbor. Not Sure If He Has Any Recourse Here. (utah)

75 year old father was trying to back his trailer into his property but neighbors car was in the way. The neighbor, who other neighbors have had run-ins the past, told him that the keys were in it and he could move it himself. Dad went to get in to move it and the neighbor jumped in the passenger door and beat the hell out of him. Police showed up and neighbor said he never told him he could move the truck but dad wouldn't have known the keys were in it if he hadn't told him that. Police refused to press charges because they said he has a right to defend his property and that it was my parents word against the neighbor and my mom wasn't a valid witness because spouse doesn't count?

He lost one of his hearing aids when he was attacked and it looks like he broke his nose. Would they have any shot at a civil trial on this one? Would my mom be considered a witness in a civil trial but not criminal? Would the other neighbors this guy has had run ins with be considered a character witness?

Sorry for so many questions, just trying to help my elderly parents out here.
