A Car Hit Me While I Was Skateboarding And Fleas, Cops Told Me Tough Stuff

Location: California, San Diego
A while ago I (21 male) was commuting back home from my campus on an electric skateboard at night in a neighborhood. I wanted to be as safe as I could so I turned on my phone light and shined it behind me so drivers could see as the street didn’t have many lights on it. As I enter the neighborhood I passed by someone and they were screaming like a mad man. I thought it was a bit strange but kept on going home, not too long after that interaction I hear an engine roar behind me as he is speeding through the streets (roughly 35-40 in this residential zone) and side swiped me causing me to get knocked off my board. The person of corse did e stop and there weren’t any cameras around to capture his license plate. Thankfully I got away with some sores and bruises but was too much in shock to do anything. The next day I came to my senses and called non emergency to report it. Basically what the cop said was “this isn’t going to go anywhere,” “if anything it was your fault,” “what do you want me to do, make him say sorry?” and other stuff along the lines and he never actually made the police report. It has been roughly a year since it happened and I’m sure there’s nothing I could do anymore, I’m just wondering what I should’ve done and if there was a case?
