Abandoned Vehicle In My Yard

Location: Virginia, USA. At the beginning of May 2026 at 11pm, a car slowly drove into my front yard. I do not have a large front yard so the car took up most of it. It drove over my bushes and rock retaining wall that are located at the front of the yard near the street and stopped before hitting the house. The driver attempted to reverse but could not get over the retaining wall. I have cameras on my house so I was able to watch it all go down. He got out of the car, walked around a bit, and then left the car. I called the police. They wrote a report and towed the car out of my front yard, further damaging my plants, yard and wall.

The information I have received from the police so far is that the driver was not the owner of the vehicle but the owner does know the driver, which is how they got the driver's information. It's not clear to me yet whether the owner lent the car to the driver or if he took it without the owner knowing. The police filed a warrant for felony hit and run against the driver which hasn't been successfully served yet.

Here's my issue. The police will not release the information of the owner/driver to me or to my home owner's insurance company until the case is fully closed. I've been waiting for almost 2 months with a damaged yard and not wanting to spend the money to fix it before filing a claim so my insurance company can contact the owner (or their insurance hopefully) and hopefully get compensation for the damage. I have no idea what is required for the case to be fully closed so I don't know how long this will last.

The police have stopped being communicative and I just have to check occasionally if the case has been closed by calling the PD records office. I get why some of this information shouldn't be publicly available, but is it right that they won't even give the information to my insurance company? I don't need to know their name or info, I just want my yard to be fixed by the owner/driver.
