Shady Car Accident

I am trying to help my sister but everything is weird.
The accident she and another car try ro merge into the same lane both swerve away. My sister then merges into the lane and the guy comes back and clips her car in the front. His car was was drivable. Her was damaged. After the accident nothing has gone right.
The police refused to allow my sister to look/take pictures of the truck that hit her because the truck driver was angry. We got the police report back her and the drivers statement was not on it. A made up narrative that she pit maneuvered truck driver. The diagram is not right with the arrows or how it happen. They decided she was at fault. I dont understand this.
The driver of the truck posts online about racing in front of cops, road rage, takes pictures of speedometer going 90mps down a freeway, and other dangerous things. He was arrested for racing once this year. Furthermore he refuses to submit anything to the insurance companies. No Photos, No bills, no hospital papers nothing. Instead he has gotten a lawyer claiming extensive injuries and car damages and is going to sue my sister.
Every lawyer my sister has talked to has turned her away because the report says it is her fault. Legal aid is months away.
My sister has no money. She drives a beat up car from the 90s that the windows do not roll down. She barely makes enough to put a roof over and her kids heads. What do we do?
