Adult Male Harboring 17-year-old Minor Who Is Reportedly Pregnant With His Child. What Can Be Done?

I’m looking for some legal advice regarding a situation involving a 29-year-old male (M) and a female (F) who is allegedly 17.

M has known F since she was born, as she is the relative of a close friend. Several months ago, F ran away from home and was reported as a runaway by her family. M allowed her to stay at his home for several weeks. He claimed he was trying to protect her from an abusive home.

Eventually, police located F at M’s home and charged M with harboring a runaway. That charge was later dropped due to insufficient evidence. M was also arrested on drug related charges during the same incident, spent some time in jail, and is currently out on an ankle monitor.

A few days ago, M told people close to him that he and F are expecting a baby. F reportedly recently turned 17, which I understand is the age of consent in Texas. However, she is still legally a minor, and M is reportedly allowing her to live with him again.

My questions are:

1) Does the fact that F is now 17 change the legality of the situation?
2) Can an adult legally allow a 17-year-old runaway to live with him without her parents’ permission in Texas?
3) Does the fact that M previously had her living with him and was charged with harboring a runaway matter?
4) Does his current ankle monitor/probation or pending drug case affect the situation?
5) If there are legitimate concerns about F’s safety or living situation, who should be contacted, and what information would be useful to provide?

Thank you in advance. I’m trying to understand what the legal options are and whether there is anything that can or should be done to make sure F is safe.
