Another Dog Killed Mine - What Can I Do For Justice?

Im sorry if this post isnt allowed, I know it can be an upsetting subject so major trigger warning. Im looking for some advice on my situation.. For context, my 8 year old pomeranian poodle named Tibby was mauled and killed at a dog park two months ago now on New Years Eve, and that same dog that mauled her first went after our other pomeranian, biting his neck and tail but thankfully my partner managed to cover him in time to prevent serious harm but ended up with some scratches and bruises from the attacking dog himself. As the dog was attacking my partner, me and my dog Tibby ran over and while I tried to help my partner Tibby was barking at the dog trying to protect her dad and brother too. When I realized she was in danger I dropped to grab her but the dog got under my legs and grabbed her before I could. The owner had no control over her dog and he lock jawed onto Tibby and killed her, and only when she was in that dogs mouth did the owner actually run over and try to grab her dog. It was a horrific night, I have nightmares about it and almost everyday since Ive cried over losing her. Ive struggled with blaming myself for her death, and I cant stop thinking about what I could've done differently.. She was my best friend and she was taken from me, we tried doing everything right by avoiding the other dogs and going to a quiet corner of the park but the attacking dog ran across the field and immediately attacked before we could process what was happening. We were in the dog park for less than 4 minutes before being attacked, and there was a crowd of people just watching. So I guess what Im asking is, nothing has been done yet even though we are in contact with animal control and it was reported immediately after it happened, so what can I do? We have a case open and submitted written statements, and the vet sent the report on Tibbys cause of death to animal control as well, even the owner of the attacking dog was the first to call and report it. Ive been calling and emailing animal control asking for updates, but all they have said is they are looking for witnesses. Its been two months, I know this process can be long but Im just at a loss and Im worried we wont get justice for Tibby. I dont want revenge, I dont want the other dog harmed at all, I just want some form of justice like her paying the vet bills because we had to borrow money from family just to afford the vet which was close to $800 and for two self-supporting people in their early 20s in college we dont have money like that lying around, as much as I hate to bring money into something this devastating. More than anything though I dont want this dog killing anybody else's dog, the fact we almost lost both of our babies in the matter of minutes that night was terrifying, and its so heartbreaking that we lost one. Does anybody have any advice on what I can do to ensure we get justice? Thank you..
