Apartment Complex Hired Pool Company And Pool Company Damaged My Car (florida)

Pool company was hired to renovate the pool at my apartment, during the process they were blocking my car in and spraying/cleaning up very close to my car (I was parked in a normal parking spot). I didn’t know they were blocking me in until I went to leave and I noticed a whitish powder on my car. 3 days later I hand washed my car and the residue wouldn’t come off.
After getting in touch with the pool company, I emailed photos of the residue and explained the situation and that it wouldn’t come off by washing. The residue on my car would need professionally removed by a detail service and asked them how’d they like to proceed.
I’ve emailed them multiple times, and my apartment complex has attempted to contact them.
I got an estimate and sent it to them (around $600.00), no response. After the 3rd notice to them I requested that this be resolved promptly and they responded by saying they were a corporate organization and needed to adhere to policies and procedures and gather relevant information before providing a formal response.
It’s been 3 weeks since the initial incident and almost 2 weeks since that last email. I feel like I’m getting the run around and hoping I just go away.
I would like advice on how I should proceed. Should I sent a demand letter? Is it time to file a claim in small claims court?
