Apartment Complex Is Stealing My Hvac

I currently live in a multi-building apartment complex. They are single story buildings with either a maintenance or laundry unit on the end. In my case, it is a maintenance unit. This unit is the home of the water supply and hot water heater. Each apartment unit has their own hvac system and ductwork. Each tenant is responsible for their own electric and natural gas usage.
Long story short, I found out that the complex altered the end of the ductwork for my unit and cut a hole without a register to heat and cool the maintenance unit. I have been a tenant for over 5 years with complaints that the hvac could not keep up with hot summers and cold winters. I was consistently told that the HVAC system was an older model and that’s how it is. Also, the registers in my unit are non-adjustable.
The maintenance unit has no other hvac in it and the thermostat is in my unit.
The complex feels no need to compensate me for 5 years of utility usage l because they “fixed” the issue in less than 24 hours. They will not agree to partial refunding me either.
