Audio Recording With No Consent In Ca

There’s a bit more to this, I work on/with a private ambulance company. There are cameras in the drivers compartment (facing road and towards driver) and a camera INSIDE the patient compartment (Behind patients head looking down at patient [above captains chair for those who know what that is]). We have had these cameras for months now with only simple visual recordings. Most patients don’t know they are being recorded because the company has never trained personnel to tell them when obtaining a consent/acknowledgment signature prior to transport. That is besides the point, with the HIPPA laws I’m aware of, this video recording is completely legal on the basis of “quality assurance” and the recordings stay internal. But recently the company has been wanting to crack down on harsh driving and has implemented Sam Sara reviews (I believe that’s the company) whenever a “harsh turn, rolling stop, harsh braking, mobile usage, etc” is detected, the dash cam clips the footage and files it for review. Before hand, there was no audio on these recordings, as to my understanding video recording is perfectly legal in CA, but I never signed paperwork on that. But now audio is getting clipped and saved as well with no notice/ consent from drivers or patients. Is this even legal? They can’t legally use this audio of drivers or patients without consent surely.
