Being Forced Into Potential Fraud?

Alright, so this has been a hell of a day. I'm 19, and I still live at home due to not yet being able to afford moving out. My mother and aunt work as home healthcare workers for my grandmother. My aunt wants to take guardianship over my grandmother soon though, and apparently she can't work as a home healthcare worker for grandma anymore after that.
They have a ton of hours, and my mother says she can't take anymore hours because me and my younger sister (age 10) will lose Medicaid if she does. Personally, I pretty much never use my Medicaid insurance, she won't give me my insurance card, she gives me a ton of problems with going for medical care, she insists on going into doctor's appointments with me, etc. So I barely ever use mine, there were even a few times when I should've gone to the hospital but didn't because I didn't want her involved with it in any way. I don't care about losing my Medicaid, but I care a lot about if my sister loses hers and that's being held over me right now.
They're trying to force me to take all the extra hours and saying my sister will lose her insurance if I refuse, and that the extra hours can't just disappear. They keep saying it's free money and I won't have to do anything to even earn it, I just have to sign in and sign out, I don't need to do any actual work for it. But I'm pretty sure that's technically fraud? I'm fairly young so I don't really know or understand these things, but this whole situation just feels so uncomfortable and it feels so scummy that my sister's insurance is being held over my head right now. Please tell me this isn't normal.
