Best Buy 3rd Party Seller Pc Heaven Is Trying To Scam Me.

I orded computer RAM from BestBuy 3rd party vendor PC Heaven (~1900). Submit the order and they send me the wrong item. I open the package and notice right away. they sent me a ssd (~200) Reach out and open a case with photos maybe 20min after I open the package to start the return. Best buy says contact 3rd party, so I do. They "investigate" the "warehouse" for a few days and find they sent me the correct item and there's nothing they can do. Then because I already sent back the ssd they say tough luck no refund, no RAM and Im.supoosed to just eat the cost. Before i returned the item they sent me, I took to local BB and they say it was in PCHs inventory. So I email PCH again and ask them hows it possible I recievd a part from PCHs warehouse that isn't mine and you cant figure out that someone is trying to scam me. Luckily I paid with PayPal so there an extra resolution chance but we'll see if thats make any difference. How should I try to recoup my money if the company still refuses, legally? The return address from PCH is in Beaverton OR and I'm in CA. I see many cases of this type of problem reported online with the PCH company Best buy partners with.
