Birth Certificate And Adoption To Get A Passport.

My mother divorced my father when she was 2 months pregnant for me. His name is on my original birth certificate.
I was adopted at 3 by my stepfather. i have not seen or spoken to him in 40 years and have no idea how to track him down. Google was no help.
The birth certificate needs to have a seal. I only have the one with my stepfather's name, and it does not have the seal or DOB, which I do not remember, just his SOC.
When I went to the site to request a new one. It asks if I'm adopted and to put in that information even though my mother never changed, just my father?
I have always used the birth certificate I have and have never had a problem. Ever. it's what I've had since the 1980s. I was so young I never used my other last name.
Do I need to request both? Will the one show my father signed off rights? Will they except it without my stepfatheres DOB? I'm confused and concerned, so any on-site would be appreciated.
