Buisness Wont Ship Me The Product I Paid For

In october of 2025. I bought some fishing lures called swimbaits from a very known distributor who sells to major retailers and stores across the nation. He has Been in buisness for many many years. (15+) messaged the owner through a facebook group to buy the baits. He agreed and we did everything through the website so it was legit and no backdoor sales. i paid for 2 baits using shopify through his website. He told me they would ship that week. Well fats forward few weeks still nothing. Then he told me he was just making them and they would ship right away blah blah blah. Over the course of the next several months. He just kept saying the same thing. Would occasionally send tracking info like he was gonna ship them (every few months) but never did. Now its too the point. He wont respond. I asked for a refund. He wont respond. Cant dispute charge because i have been through several credit cards due to fraudulent charges on them. Total value was 148$ shipped, his buisness is in Nevada and im in washington. Cant get any phone number or email to reach him. Just his buisness account on Facebook is only way to contact him. Surprisingly cant find his buisness on the BBB. Anyone have any idea what to do? Thanks Edit: he has done this with several other people and everyone including retailers is starting to drop him and not do buisness with him. It has gotten progressively worse since i made the order
