Buyer Hasn't Transferred My Car's Title And I'm Getting Toll Bills From After The Sale

I sold my car to a private buyer two weeks ago. We signed a bill of sale, I signed over the title and completed the seller's part of the title application. I photographed the paperwork before handing it over. I have his name, address and phone number.

I left the plates on the car. I also didn't submit a vehicle transfer notification because I thought signing the title was the part that removed me from the vehicle's records. I've now learned those are separate steps.

Yesterday I received a toll invoice with several trips made after the sale. The buyer says he hasn't transferred the title yet because he needs to find time to go in. He says he'll handle the tolls, but I haven't received any confirmation that he's done anything.

If I submit the notification now, does it protect me for trips made since the sale, or only trips made after I submit it? What should I do about the invoice that's already in my name while the records are being updated?
