Can I Be Sued For Emotional Distress For Doing My Job?

Location: California

So I am a government employee (county) in enforcement and this one guy (Joe) received a ticket from me and two others months ago, and its been a crazy fight in court to get this guy to pay a small fine and get his equipment permitted. (He's a businessman that can afford it easily) He has been dragging a legal battle for months between him and the county. It hasn't been resolved.

He then served a notice to me personally, and a coworker and my boss, for emotional distress for 5 million, in federal court. The dumbass insurance attorney screwed up filing an extension on the court summons date and didn't tell us, so it defaulted. A new attorney we got just told us they got in contact with Joe's attorney and they agreed to waive the default or something? And extend the date. I don't know what's happening and I am super scared. I don't know why the other attorney would agree to waive the default, doesnt that mean they win automatically?? What chance does Joe have in winning in Federal court? Things are pretty scary for a government worker in California right now, I feel like any federal judge would hate us.

Please any advice or just any info would go along way to help. I had a panic attack yesterday.
