Can I Force My Neighbor To Move Or Remove A Camera That Points Into My Fenced Backyard?

I live in a single family home in a suburb outside Columbus. My next door neighbor recently put up one of those floodlight security cameras on the upper corner of his garage. At first I did not think much of it, but once the leaves came in and we started spending more time outside, I realized the camera is not really aimed at his driveway or back door. It points straight across the property line into a big section of my fenced backyard, including most of my patio and the area right outside our back door. You can literally stand in my yard, look up, and see the lens aimed at where we sit. My wife noticed it first because the blue light comes on at night when our dog goes out. Since then I have tested it a few times and it seems to activate whenever someone walks out of our house into the yard. We have two kids, one is 13, and this has made the whole thing feel extra gross even though nobody is doing anything secret back there. It’s just our private yard and now it feels like we are being watched every time we step outside.
I tried talking to him in a normal way last weekend. He said it is for "security" and that he can point cameras anywhere his property can see. I asked if he could angle it down toward his own gate and driveway and he got weirdly smug about it and said if we have nothing to hide then it should not matter. Since then I have been paying attention and I now think he has saved clips because yesterday he made a comment about "you grilling pretty late on Tuesday" which means he either saw us live or replayed it later. There is no HOA here and the city website is kind of useless. Before I start spending money or doing something dumb, do I have any legal way to make him re-angle or remove the camera if it is mainly recording my fenced yard? Is this a police matter, a city code matter, or only something a lawyer can handle? Also, am I allowed to put up a privacy sail or taller structure on my side specifically to block the cam era, or can that somehow turn into its own issue?
