Can I Say No?

To start off, I have ready my lease and there is not anything about them making modifications to my apartment just that I have to get permission for me to do anything.

My apartment complex wants to add a washer and dryer to my apartment. Normally I'd love this, but I don't want it in my apartment because they are taking away usable closet space to do so. I have 1 closet in the whole apartment and its about the size of a queen mattress. I have called the housing authority and googled and no one has any answers for me. I want to know if I can say no legally? The reasons being I have to clear everything out for 5 days, I have 2 cats that they want me to lock up (I am in a studio apartment, not sure where they will go), the amount of noise they will be making is for sure going to traumatize them, and finally the loss of usable space.

I have a strong feeling if I ask them they will say I can't refuse the work however since this is not an emergency repair I don't know if tbey can force me or if I can legally say no but I want to know if I present my concerns and ask them not to if they can force me to.

My plan is to ask them first then if I legally can say no go that route, I would prefer to have a civil conversation first.
