Can I Vacate Property Without Notice?

ok bad faith property manager not following lease and illinois housing laws including FHA. my current lease he adopted states 60 days notice but given all his actions/behavior i would like to leave when i find another place. facts: he didn't read the current lease or his illegal lease proposal, he doesnt understand quiet enjoyment (reasonable times), habitability(unfinished construction 3 months plus) administrative duties trying to get tenants to do it - wants building inspected and water bill transferred- tenants lack authority and documents to do this, building has no occupancy permits, and no signed leases, tried to get tenant to absorb surcharge fees or made up water bill.
the owner is a trust llc from chicago; him/llc general business has no real estate broker license to manage property according to my research idpr and state of il business look up. so i dont thing he has any real power except to harass tenants even tenants protected by FHA. only way he could do anything is through the trust know way of knowing if he is lying of he claims this but he probably needs documents, to get a license which he doesnt have the ability to do, or have trust give him property.
