Cemetery Buried Someone Else In The Plot My Family Owns

My grandparents bought several cemetery plots together years ago. My grandfather is already buried in one and the plot directly beside him was supposed to be for my grandmother. We have the original paperwork showing both plot numbers.
My grandmother passed recently and when the funeral home contacted the cemetery, we found out someone else was buried in her plot about two years ago.
The cemetery admitted they made some kind of records mistake. Their solution is to give us another plot in a different section for free and refund what my grandparents originally paid for hers.
My family really doesn't want that. The entire reason they bought those plots was so they could be buried beside each other. We're not really concerned about getting a refund, we want to know how they were even allowed to give away a plot that was already owned.
Can a cemetery legally move the person who was buried there by mistake, or is that basically impossible once someone has already been buried? And does my family actually have any right to insist on the original plot?
