Charged With Ca 4463 "fake Plates"

For a little context I have to haul water, I live in a remote valley in CA, the nearest town is 7 miles away with a water Dept that oversees 700 residents. I applied for bulk water self hauling, and waited weekl without water while the one lady who works there figured out her job. Finally she says come on in I'll show you where to get the water. I drove my truck with a homemade flatbed trailer that used to be a pop-up and have a 275 gallon Ibc tote on it. My husband has recently swapped out the totes since the spigot broke and the tote has an old plate on it. So she leaves the hydrant she showed me, I fill up and get hemmed up by the police who threw me in the cruiser while they investigated me for water theft. Finally she comes out and confirms I was allowed to get it but the cop took the plate off the cube and charged me w CA vc 4463 since the plate didn't match the VIN. It's a wobbler charge. I called to see if I can send in documents to supplement the report and he said no. He said the water issue isn't relevant since I had the wrong plate on the trailer but it wasn't on the trailer and that matters

He wouldn't even give me a readable ticket or copy of the report. The DA won't accept documents. I'm trying to keep is from being picked up since I'm a psychology student and don't want to fuck off my licencing. If I was trying to use fake plates for anything I wouldn't have been legally there after applying for permission and handing over my information to the water Dept. I think it's totally relevant. Don't i havea right to the information and to send in exculpatory documents?
