Child Support Changes

The father lives(d) in New Jersey
My daughter is currently 3 years old as of October of last year my ex was to start making payments for child support in the amount of $114 a week as well as back pay since he hadn’t provided anything during the fact finding. I ended up moving from the city to the capital back in November for a job opportunity in the school district which I didn’t actually start work until February of this year and have been here since. My daughter was with both my grandmother and spent a few weeks with her paternal grandparents until I found a daycare for her to go to, I had no childcare so I was paying out of pocket, 150 a week which was practically half of my paycheck and left little room to save anything, the max hours I’d get a week were 20 on top of all the days off during the school year it was very hard to save, especially during the summer when I was basically unemployed, I did get a summer job but the hours were close to nothing so I basically have no savings and school only just started again; I had signed my daughter up for a 3 year old program months ago so she can get childcare this following year but there are only 40 seats and she was not accepted and she needs to be 4 for normal Pre-K so I have to pay for daycare again out of pocket.
I’ve been wondering about increasing the child support payments to cover the costs of daycare but I don’t know where the father lives currently, I’ve heard Pennsylvania or possibly still NJ but I don’t know if I will have to serve him, I tried to before and couldn’t find out anything. I applied for childcare on September 1st through cash assistance which I receive 150 every 2 weeks but I haven’t been given any paperwork if I’d been approved and whether or not the daycare will be able to receive back pay for these next 2-3 weeks while I wait, I don’t have the money to pay currently and haven’t even received my first paycheck.
My daughters father is not continuously making payments, he’s actually behind by a significant amount and has barely paid for anything nor does he contact me regarding anything about our child, so I don’t know, if he’s not even paying the child support now does it make sense to request the increase? I want to get off of assistance but I’m doing this all on my own, I will likely have to take off to go to court for this request which bothers me a lot especially if I won’t be able to serve him any paperwork.
