Child Support Question. What Can My Husband Do?

So long story as short as possible, my husband has two children. One of them(M16) has lived with us for the past 5 years now. Doesn’t have much to do with his mother (she is not and never has been a good mother and he’s realized that). The other (12F) lives mostly with her mom(on paper, but stays with my husbands mom most of the time and comes to stay with us on weekends and here and there) She stays with my mother in law because bio mom doesn’t want her with us And also “because she now has a new baby and has to work”

Their whole parenting plan got thrown out the window 5 years ago when Bio mom up and got married to a guy who abused her in front of the kids etc. and chose to move them out of state with no notice. Within a semester at his new school, my step son (11 at the time) decided to come live with us. There apparently had been an order for child support with their divorce, but neither of them ever did anything with it. So when my step son moved in with us, bio mom got mad and decided to file for back support, got the wages garnished. All of that. She has a WAY better job than my husband, has since a few months after their divorce, but the information she used for this is based on when she was in nursing school with no job. We are barely able to pay our bills and support the child THAT LIVES IN OUR HOME. Because half of his check almost is taken for child support for a child who never sees that parent. And the daughter isn’t living with her either. What can we do??
