Ex Keeps Avoiding Consequences For Not Paying… Court Just Keeps Resetting Everything. What Can I Do?

I’ve taken my ex back to court three times for contempt because he’s not reimbursing me for medical bills I've already paid. When we go to court he shows up and is so cooperative and all of a sudden has the money, and makes arrangements during court. So in front of the judge, it looks like he’s trying. Then it's dismissed and I’m stuck starting the whole process over again. What makes it worse is that every time I have to enforce this, it costs me. Certified mail $$, getting him served $$ I’m paying out of pocket just to try to get what I’m already owed. ???? The last court date, I tried to explain that our divorce decree says he's supposed to be paying 50% upfront, not me paying everything and waiting to be reimbursed. The judge basically brushed it off and said that’s “not how it’s done anymore,” so... Also, child support has been the same since my kids were toddlers… they’re 16 now!!! I feel like he’s figured out how to play the system just enough to avoid real consequences. I’m stuck dealing with the stress, the costs, and the constant back and forth ????

How do I stop this cycle of “temporary compliance” in court?

Is it worth writing the States Attorney?
