Getting Poa Or Guardianship Over Someone After Stroke

Hi! I am seeking some advice on where to go from here. My grandma had a stroke about a month ago and is still recovering. The only income she has is Social Security. Since she is still recovering and living alone we need to manage her affairs. She will not be able to go back to living alone so the plan is to move her into my mom’s house after she is well enough to be here. She is in a rehab nursing home now and we are needing to apply for Medicaid because her insurance is going to not cover her whole recovery & stay. My mom is her only child and she has medical POA but no financial. What is the fastest/ cheapest way to get financial POA so we can handle her affairs? We also are needing to get her bank statements to even apply for Medicaid. Based on what I found it seems that the only option is to get guardianship but my family mentioned a durable POA but with her not being able to speak well or write I don’t think that would work. Any advice would really be appreciated!! TYIA
