Grandfathered In Dog Kennel Next Door

We've lived here for 20 years. The neighbors had a dog boarding kennel that was people's pets, very quiet, barely any barking. No problems at all til the neighbor passed away 5 years ago. Then a "foster based no kill rescue" moved in and took over managing the business for the son. The dogs barked constantly. They were mainly Pitt mixes with behavioral issues. The kennel building is grandfathered in, so no setbacks, or anything that would be in place today and they cant do anything to change it structurally or it loses its status. So we've been fighting this through the township, the police, and the state. You can check my other post for more deets, but the township basically said theyre in compliance and to call the cops for noise complaints. Aaand we're still in this shitty loop 5 years later. So ig we need a lawyer. My question is what kind of lawyer am I looking for? And would we sue the township and/ or the neighbor and rescue?
There's also another aspect of this that has me befuddled. My husband has been making his displeasure known by yelling at them to shut their fuckin mutts up, etc... and has been found guilty of disorderly conduct. Should we appeal this? It seems like total bs that you cant yell in your own yard. Freedom of speech and all?
For more context we were listening to 8+ hours of 10-20 dogs barking all day every day. Its about 2 hours a day now after they received multiple fines. Our local police are only scheduled during the day and county or states wont come out for animal complaints. Our township is pretty useless. Im pissed we'll have to spend a bunch of $$ on lawyers just to have peace and quiet on my property. Grrrrr. Any guidance is much appreciated!!
