Hoa Won’t Give Us A New Pool Key?

I guess the title isn’t super accurate. We live at a condo community and have three pools that are accessed by a key fob. Around June last year the fob stopped working, so my husband contacted our HOA to get a new key. There was some back-and-forth and emailing and he even went in person and they offered a new one. It still did not work. Fast forward to about a month ago now that it’s getting a lot warmer. We would like to use our pool and have decided to reach out again. I went in person to let the lady know and she said she would email the pool key making company. She let me know a few times that they activated it and that it should work but three weeks later it still does not work. So they offered a new key again and what do you know it still doesn’t work. This is our third or fourth new pool key and I’ve been getting the same runaround. We pay about $500 a month for our HOA and I just feel like there should be some sort of legal action we can take because they just don’t seem to be able to do their job and just get us a working key fob. We live in California. Any advice is greatly appreciated.
