Hole In Shower Ceiling

Location: Florida, will give city if necessary

I feel like I'm going crazy. We've lived in this apartment for about 2 1/2 years now. About 9 months ago, the upstairs neighbor's caused a leak in our bathroom. They fixed that pretty soon after it happened but there was a small hole in the popcorn afterwards. We brought it up several times when they came in for other things. We were told "we'll set up a time to come and look at that" and they never did.

A few months ago the hole started to get bigger. We also noticed another crack in the ceiling. They have closed several work orders I have made without notice and we have three work orders that are still open. The oldest open one is from Nov 1st. We had to stop using the shower about 2 months ago and start showering at our friend's apartment as the ceiling fell on us twice. I don't know much about how ceilings work but it's gone through several layers now (https://imgur.com/a/Ow54PkT)

We have been told several times that they are waiting for a contractor. I haven't heard directly from them since before Christmas. I went in last week and saw a different woman in the office. She was very upset for us and came and took pictures to show the higher ups. She also told us to put in another work order (they're supposed to come into the unit with 24 hours after a work order is submitted).

We heard nothing.

I went into the office today and she let it slip that corporate is not wanting to pay for a plumber to come out (there is no longer a leak I don't think I need a plumber). I am planning on calling corporate on Tuesday. I feel like this is breaking a law of some sort not having a shower, right? Am I allowed to ask for compensation for not having a shower? I think my wife can access JAG if we do need a lawyer.
