Hostile Neighbor Made Threats On Nextdoor, Killed My Plants $8,500 Damage.

My neighbor (60 YO divorced woman, Location: Nevada USA) added a balcony to her house and then began complaining (first to me then the HOA) that my tree which had been there for years blocked her view and dropped leaves in her yard. So I kept the tree trimmed per the HOA rules.(she has a very restricted "desirable view" across my back yard, her balcony looks down into my yard and into the rear windows of my house.)

Next I see she placed a camera form her 2nd floor window aimed directly at my 2nd floor bathroom window (nothing else in its view). Unsure what to do I post about the camera on NextDoor, I do NOT identify the neighbor. She sees the post, admits its her camera but says its not hooked up. She "reveals my full name", makes threats and "untrue hateful comments" about me. Other people start calling her psycho etc. (I saved screen shots) She calls the cops on me (they don't care). I call the cops, (her threats are non specific).

2 years go by. This spring I notice all my plants (including the tree) within sprayer range of her balcony are doing poorly. (2 trees 5 large bushes). Landscape guy thinks they were poisoned $6500 - 8500 to replace. I tried to find an expert, but they say too much time has passed to be able to identify the poison with a test.

I see the neighbor in front of her house, confront her (from a safe distance) and end up yelling at her. She calls the cops on me. The police officer seems apologetic, I show the cop my dead plants (police don't deal with this) and they ask me not to talk to my neighbor (fine with me). In the police report my neighbor said "she felt threatened and would shoot me if necessary" the cop then told her "you can't shoot people for calling you names". The police report also mentions my dead plants.

Neighbor posts on NextDoor calling me a "Karen" etc. (I don't respond)

It looks to me like my neighbor broke some laws but none that are "worth enforcing". Damages in a civil case would be $25K, probably not worth it and insufficient proof. Maybe small claims? Should I file a police report against my neighbor documenting all this in case there are further problems? Is there any way to put all this together to make a better case?

Neighbor on other side opposed the balcony and parts of it don't conform to what she submitted to the HOA. I approved it because there were trees blocking it from my side.

I do view this person as a "real threat" and am very careful around them.
