How To Get Custody Or Guardianship Of My Half Sister? Or How To Legally Take Care Of Her To Get Her A Ssn Card?

i am honestly lost, and needing of advice.
so my half sister (11 turning 12 in October) has been living with me the past two months, because her parents can’t take care of her.
they both live in mexico and are currently separated. her dad is taking care of my half twin brothers as well. i stepped in, offered to take her in.
unfortunately, i dont know how to get custody, guardianship (not sure if its the same), or some sort of legal agreement of being able to take her in.
i tried to put her in school and was unsuccessful, because she was missing her social security card.
she was raised in mexico but was born in TX.
she has been enrolled in a TX school once before, but was withdrawn because she didn’t like staying with the person she was staying with.. which was her aunt.
her parents also managed to lose her social security card and birth certificate. while i have a copy of her birth certificate, i cannot get her social security card because i don’t have guardianship papers or anything like that.
i am unsure of how to get guardianship or anything that will allow me to get her a SSN card. even then, i want to know to process of how to get custody of her, since her life is terrible with her parents.
in addition, they have both agreed to me taking her in.
