Is It Illegal For My Boss To Change My Clock In Time?

location: California I need help on how to approach my boss as I believe she broke the law. I have a corporate federal job. I worked from home and we text what time we clock out and in. I texted I clocked out 5:02pm, 8hr 2 mins. We are supposed to work 8 hr days. My company is strict on overtime. I saw she manually input my time to 9-5instead of 9-5:02 which could or could not give me extra 15 mins. If it does she usually says to adjust my time the next day so at the end of the work week I don't get OT. She has changed my time in the past and I have already spoken to her about it and she apologized I think is was a year ago or so. Now she has done it again and I think that is illegal correct? How do I approach this with her as I think she is overstepping with her power. I also go to the office and clock in and out and sometimes if I do go past my 8hrs by 1 mins it can also give me .25 mins it just depends and she has even said clocking out 2-3 mins should not make a difference. I think I am micromanaged on my time and now she has take advantage of her power.
