Is It Illegal To Walk On A Sidewalk That Goes Past Subdisized Housing?

I tried a Google search and all I found was similar but not identical questions in this forum. So here's my situation. I live in a duplex across the street from a condimumum complex that is apparently subdiszed government housing. There's no side walk on my side of the street but there's one that goes past the subdiszed housing. I like going for walks, sometimes reading books, sometimes walking my cat on a leash (weird yes, but as far as I know not illegal). Very occasionally I'll be talking on the phone, but usually I'm silent.

I've been doing this since I moved in 3 years ago, but this year (literally starting January 2nd) a woman will sometimes come out of one of the condimumums and follow me yelling and taking video of me until I go back to my home. She claims that it is illegal for me to be on the sidewalk because it is government property and I don't "live there."

My question is, is it illegal to walk on a sidewalk that goes past subdiszed housing. She always threatens to call the police on me. While the police have never actually shown up, I want to know if I could actually get into trouble for this.
