Is My 20k $ Fence Still Mine?

Location: Fairfield ohio

Neighbor didn't want to split the cost of a fence, so i got a property survey and had the fence built on my side of the border stakes, with my money. But because the fence left a tilt in the stakes(15° ish degrees) but is still behind the stakes, my neighbor wants to consider it a shared fence. He is hanging things on it with nails(damage) and painting it. What can I do legally?

Edit: To clarify, answer and provide info.

  • The fence itself is not tilted. Only 2 of the 4 stakes seen in a pic he took, before he removed my stakes without permission. I never got a chance to see this myself
  • The neighbor has been a butthead, like throwing trash in my yard, on camera. I asked him to stop and his whole family cussed me out. As a small woman, that was scary. He apologized 1 month later. I said okay, but I still dont talk to him anymore. So I'd rather not have to bring this to him.
  • The fence company that installed it were supposed to apply a setback, maybe they messed it up or my neighbor moved the stakes.

Do I have standing in contacting the fence company to correct this? Or do I have survey people come back out, bc the neighbor removed my stakes. I just want this to be over, peacefully and without spending too much more money if possible.
