Is My Bar Job Tip-out Legal?

I've been working at a dry bar for a little over a year. I'm a "bar back" but I regularly serve customers (about 40% of the customer serving during my shift). The only major differences are I do dishes and restock supplies, and my hourly is slightly higher. We used to do nightly tip out on cash tips and the card tips were pooled into our paychecks. Recently the system surrounding tips changed.
100% of cash tips go specifically to the bar tenders, bar backs don't get any. 75% of card tips go to bar tenders and the remaining 25% goes to the bar backs. All tips on paycheck are taxed. My increased hourly doesn't amount to the hourly take-home the bartenders get. I know the bartenders get plenty of tips to surpass the city minimum wage laws, this part I have done my research on. Ultimately this system just feels insanely convoluted, and a little hurtful when people tip me cash and I never get to keep it. Regardless of how insanely complex this system is, I just want to know if this is legal. Thank you in advance.
