Is My Job Allowed To Pay Me Below Minimum Wage?

Hello everyone. I just recently started a job working full-time at a daycare. When I interviewed (late December), our state minimum wage was still $13.75, although I requested $14 in my application just to see if I could get it. Now, when I interviewed, I admit I didn’t ask about the pay, but I was told by another worker who I knew that they get paid minimum wage. So I figured that is what I would be getting.
However, I have already trained and began working, but I have now just been asked to sign a digital employee handbook which has me type in an hourly pay rate to agree to. I then asked for clarification by the owner of the daycare what number I should put in, and she tells me $13. Not even $13.75, just $13.
Our state minimum wage has just been raised to $15, so I’m thoroughly confused. I don’t know much about about the legality of things when it comes to jobs, so bare with me, but is it legal for me to be getting paid so low?
