Is This Allowed As A Demand Or Is This Considered Blackmail?

long story short HOA started a lien process based on illegal fines that I refused to pay.
I was locked out of the payment system and have repeatedly stated I will pay all HOA dues. Due to the lien process they locked me out of the payment system and refused to allow me to pay for my dues.
They finally filed suit against me.
Since filing suit and their lawyers being involved they have dropped all the fines as they agree they were against the statue.
They are still proceeding with the suit for basically late fees, interest, lawye/court costs, and owed dues that I have been unable to pay.
I wanted to send this demand letter before filing a counter claim. I don't know the law well enough to know when a demand package / threat to counter claim ends and black mail starts?
I just want to make sure this is ok to send and would not be considered "blackmail".
"This has gone on for far to long over something that should have been handled in May of 2024 when I asked for the fines to be dropped because they were against statue.
I have since the first interaction with the HOA have said I will pay any and all dues immediately and I was only refusing to pay fines and fees associated with the illegal fines.
I have also been locked out of being able to pay or see what has been due since the end of 2024 due to illegal fines.
Here is my offer. I will pay and this entire thing will end here and now.
I will pay the $769.70 plus interest accrued from July 2024 through today.
The attorney fees, the late fees/interest prior to being notified of owed amount, and any court related fees will be dropped as they are fruit of a poisonous tree.
Full HOA amenities access will be restored.
Due to approaching deadlines I will leave this offer on the table till Friday 4/10/2026 end of business.
If they are not met I am left with no choice. I will file a counter claim.
I will include my legal consultation fees in it
I will do a complete financial audit of the HOA regarding fines, the yearly write off for bad debt, and wether the HOA discriminated against myself due to prior illegal fines that were unpaid.
File a claim for dues, since I was restricted for amenities for almost 2 years now without just cause.
Please let me know if you agree with these terms."

Important notes, the total amount I believe they will have me own (they still haven't told me what is owed since dropping the fines). Is less than $1,000, before legal fees, and as such Statue says they cannot place a lien on amounts less than $1,000. I believe their suit would be dropped immediately if I brought this up, but I want this over and done with. I don't want to fight for another year till the amounts hit $1,000 and they file again. I want to go in the dam pool with my kids.
