Is This Worth Reporting To The Ftc, Fbi, And Or Sec? Possible Fraud Of A Big Company

I work for United Parcel Service (UPS). You know, the big brown trucks that deliver packages incase you didn't know.
Recently, our building has been greatly understaffed. Most of us are maxing out our DOT hours. We're bringing back packages undelivered due to this.
Usually when we can't deliver packages due to running out DOT hours, we scan the package as "missed". This tells the customer that we weren't able to deliver it today for many different reasons such as running out of time, or it was loaded onto the wrong truck by mistake in a different area etc etc.
When we can't deliver a package due to weather, we scan the package as "EC" or known as emergency condition.
The difference between missed and EC is missed is our fault. EC is in a way out of our control (unsafe to deliver such as a snowy driveway, closed road).
Due to a lot of drivers maxing out their 14 hour daily DOT limit, thousands of packages are coming back undelivered. We're being instructed not to scan it missed and that the company will scan it themselves. I later learned that they are scanning it with some sort of weather scan. It's to my understanding this weather scan makes it so the company isn't at fault.
The reason why I find this possibly fraud is because people who pay extra money for overnight shipping, two day shipping, etc etc would normally get a refund due to us missing the deadline for the expedite shipping. It's to my understanding when the company scans it as weather related, they now don't owe a refund. If it was scanned correctly as missed, they would owe a refund.
Is this a billion dollar fraud? No, but I find this very wrong. One of the few ways to get fired at UPS is being dishonest. They'll fire you immediately for scanning anything dishonestly and knowingly. Yet they are doing it and saving themselves from paying out refunds that are owed to the customer. I have no idea what dollar amount this would add up to, but if you've ever shipped something overnight than you would know it's not cheap and could add up quick when you're talking about thousands of packages over a couple of months.
