Issued A Final Notice/termination Without Prior Notices

hello all,
This morning I received a notice on my door stating that it was my third and final notice for my annual recertification (I live in low income housing). I never received anything prior, I completed this interview a few days after I was alerted this needed to be completed. I contacted my management and questioned this, and was told I didn’t sign a final page and that it was marked incomplete because I didn’t finish the paperwork. In an email I received from the manager he said “I think I let you know in an email!” I dig through and found an email that said final signature that I did not see, but it was not labeled formal notice or anything sounding urgent. This building has contacted me multiple times regarding other random matters, including work on my specific unit and none of this was mentioned to me. I’m a bit concerned that they were so quick to send me this when I did not do anything wrong. Is this something I should report? Thank you!
