Juvenile Court Competency Issue

My daughter has been milling through the juvenile system for two years now, and I am getting completely frustrated!

my admittedly violent 14yo daughters attorney keeps requesting competency exams, which are done by a forensic psychologist. Although the legal definition of competence is able to help in their own defense, the forensic psychologist keeps finding her incompetent due to her c-ptsd and RAD. The prosecution then requests a local 'return to competence' program which my daughter completes, only for her attorney to request another evaluation, where her diagnoses again deem her incompetent.

Short term picture means she is avoiding conviction, but without any convictions, she is not under the purview of probation, and is not receiving any help. She is sitting in juvie, basically rotting her life away with no programming.

I am really worried that my daughter is being condemned to an institutionalized existence, all due to a defense policy that doesn't work the way it is meant to work.

any advice on getting out of this cycle?
