Kaiser Sent Unlisted Father Itemized Bill Again Listing My Tests (4 Times + Called Him) After Being Notified Of Hipaa Violation. Can I Take Action?

TLDR, since I have to keep reiterating : Its my own plan. My mother used to get billed when I was a minor. My parents do not have health insurance, my bill was placed onto my fathers inactive account, which has sat for 7-8 years now. I cannot even view the bill, and they send it each month and continue to call him about it.
When I cancelled my Kaiser due to lack of care coordination (denying my referral that sat for ~ 2 months after Kaiser neurologists only recommended therapy for Tourette’s I have been medicating for over a decade..), they transferred a bill to my father that listed ALL of my tests I got done and a vaccine I received.
My parents are anti vaccine and think they caused my early life issues, tics/autism. I am 22 years old. I notified them of this and they seemed to take it seriously, yet they sent out this bill AGAIN. They even called my father last month and told him we had a family plan that included my 30 year old sister and verified this plan to my father on that call.
They have disclosed my medical information numerous times despite him never being on my account, my mother is the only person listed as a contact or family member, and her link to my account was revoked when I turned 18. I have not had insurance under my father in about 7-8 years.
He is not on any of my paperwork, listed on the site or portal anywhere, isn’t listed on my account, isn’t an emergency contact and I am the sole guarantor
. Kaiser seemed to act shocked this happened and couldn’t explain why. This keeps happening and only happened after I cancelled due to inadequate care.
Everything else was billed correctly. I can’t even see the bill on my account to pay it so I’m stuck in this loop where they’re calling my father and keep sending this bill out when they know he shouldn’t even have it in the first place.
All over $16.
Comments in KPs sub says I could potentially persue legal action against Kaiser for these acts of negligence, though I am unsure with how the law seems explained online.
