Landlord Responsible For Pest Control?

So I've lived in my current duplex for two years, and there's been a recurring issue with a cricket infestation that occurs every summer. The first summer I lived here I emailed my landlord about it and they told me that pest control is the tenant's responsibility, but I've been doing some research recently to try and find something more definitive and I'm not sure if I'm reading the legal language correctly, nor am I sure if what I'm finding is definitive.

This cricket issue has been a nightmare. My first couple months here I literally had to sleep at a friend's house every night because I couldn't sleep in my home. Last summer I had to hire my own exterminator to come take care of it, and this summer I'm too broke for an exterminator and have (only half-successfully) taken matters into my own hands. I spend probably a cumulative hour every night hunting these things down just for a little silence and hope to god more don't show up and wake me up in the middle of the night. Also I'm pretty sure the building isn't adequately sealed from the outside, which is how they're getting in.

Any advice on what to do or thoughts on where to look would be greatly appreciated.

Under section 33-1319: "B. THE LANDLORD HAS THE FOLLOWING OBLIGATIONS WITH RESPECT TO A HOUSEHOLD PEST INFESTATION: 1. THE LANDLORD SHALL MAINTAIN THE DWELLING UNIT FREE OF AN INFESTATION OF HOUSEHOLD PESTS AND SHALL MAINTAIN THE DWELLING UNIT AS PRESCRIBED IN SECTION 33-1324. 2. THE LANDLORD SHALL NOT ENTER INTO ANY LEASE AGREEMENT WITH A TENANT FOR A DWELLING UNIT THAT THE LANDLORD KNOWS TO BE INFESTED. 3. ON WRITTEN NOTICE FROM THE TENANT, WITHIN FIVE DAYS THE LANDLORD OR THE LANDLORD'S LICENSED PEST CONTROL PROVIDER SHALL VISUALLY INSPECT THE DWELLING UNIT FOR HOUSEHOLD PESTS. ON EVIDENCE THAT AN INFESTATION EXISTS IN THE DWELLING UNIT, WITHIN FIVE DAYS THE LANDLORD SHALL START THE PROCESS OF MITIGATION OF THE HOUSEHOLD PESTS IN THE DWELLING UNIT."

And this is the language in my lease about pest control: PEST CONTROL CLAUSE: If necessary, the unit will be exterminated one (1) time at owner's expense within the first (1st) thirty (30) days of tenancy. After that, it is the tenant's responsibility.

The pest control clause seems pretty straightforward to me, but I guess what I'm really wondering is if this is something they're actually allowed to put in a lease agreement.
