Medical Examiners Office Won't Release Dna Samples

Location: North Carolina. Hi, I'm getting conflicting information regarding DNA samples transfers in NC. My child passed away in his sleep, we received a finalized report from NC stating that he passed away due to COVID. My son was healthy happy and asymptomatic and we have been devastated so we have asked for genetic testing and a second opinion with an SUDC program at a research hospital. We've also received a letter from the MEO advising that we need to transfer our son's samples within the next two years. The medical examiners office won't release his samples without now a subpoena but before we've been told in writing we need to have an Executive of Estate for our son who had no assets. Has anyone dealt with this as a case or any way to bypass a subpoena or executive of estate. My husband and I have been tearfully fighting this and we are thinking about asking a lawyer for assistance. Just a side note: we've asked in an email what law they are referring to why the executive of estate was required but they did not provide a response back. The subpoena request was received today with no mention of an executive of estate being required.
