Mentally Ill Home Owner Terrorizing Neighborhood, We Need Help

In the beginning of May my husband and I moved into a home. After years of apartment living, we were excited to enjoy the peace a home in an HOA was supposed to provide. We quickly noticed our next door neighbor (who we share a cinder block wall with in the backyard) was acting strange. Filming trash in the street muttering about how "this wasnt here yesterday and neither was that." We have also caught him peeking at us over our shared wall while we are outside on the patio. We can live with what we thought was just a strange neighbor, didnt make a big deal of it.

June 24th 2pm my husband and I arrived home from a vacation and decided to decompress a little. At 3 pm I came downstairs after showering to hear screaming, words but I couldnt understand. I looked out the sliding glass door to our backyard and see our neighbor climbing our shared cinder block wall, screaming, filming toward our other neighbors backyards and then directly into my home (where I am fresh out of the shower in a nightgown essentially.) Husband and I pound the glass telling him to stop to which he screams incoherently some more at us. We back away from the windows and call the police, his screams become distant so we know he has left our shared property at least. Police arrive almost 2 hours later, speak to him through a megaphone imploring him to "tell us about your theories." This was terrifying. We spent the next day calling HOA, landlord, police non emergency line trying to follow up and make the right people aware of the situation. Landlord said "we will research him" and didnt get back to me. HOA informed me he has a "slew of violations" and is ignoring them and this would at best result in a trespassing violation "and that probably wouldnt help either."

June 26th my husband and I decided to go to the police station as recommended by a phone operator the day before to file a harassment report. We are in the station 90 minutes and it results in a police report and the information to seek a restraining order, courts are closed until Monday morning so we make plans to go then and head back home. 2pm we are pulling up our street to cops, homeland security, and secret service flooding the street. Cops have our neighbor pinned on the street and they are handcuffing him. We pull over and wait until it's safe to enter the scene and meet our new neighbors who had just had to call in this problem neighbor. They inform us this has been ongoing since March 2026, he frequently runs the streets naked, screams, and makes threats of violence. They also provided a letter from the neighbors father explaining the severity of the situation. That his son is a veteran who now experiences paranoid schizophrenia and that his "heart aches when he sees how he treats his neighbors." However apparently his "hands are tied" and the only solution is to allow him to live alone and torment the neighborhood. The letter ends " Again we are so sorry he is the source of unease and disruption in your lives." Acknowledging the torture we are being put through while absolving himself of guilt. It is worth noting his father provided all neighbors with this letter, we assume before we moved in. However we have seen him come and go from the house, us unsure of the situation, many times so the father knows his dangerous son does have next door neighbors now and he didnt bother providing us with the letter or knocking on the door to introduce himself. These friendly neighbors' teenage son was assaulted by him in the street and that is why they called police, response was incredibly faster that day however because he had been making terroristic threats online and homeland security and secret service were already on their way. We are all seeking restraining orders, he is currently in jail (temporarily we assume) for obstruction of justice and disturbing the peace.

On to where we are seeking advice. We just moved into this place under a year lease, we have been keeping the landlord extremely informed however her last reply to my urgent text fearing for our safety ended that she was going on vacation for a week. It is obvious nobody with authority is taking this seriously, they may even be treating it gently as he is apparently a disabled veteran. Personally, this home is unlivable after this experience and learning what is going on. I have experience with people like him and know they can kill people then just go away to prison after pleading insane. This is truly my worst nightmare and I have been unwell since the first hopping the wall incident and am seeking any solutions. I apologize if this was all over the place, this is absolutely terrifying for us and I dont know how I will heal mentally even if this is as bad as it gets. Thanks for reading
